- The mission of all Emergency Services is to protect life, property and
natural resources from fire, medical and other emergencies.
- The Police, Fire and EMS are constantly facing new challenges and
therefore need to utilize the best tools, techniques and training
methods for their safety and the safety of the public.
- GIS actually began back around 1960 with putting maps on computers.
- Geographic Information systems (GIS) technology has emerged as an
important tool that is helping to optimize emergency services delivery.
- GIS supports planning, mitigation, response and incident management.
- GIS extends the capability of interactive maps with access to all types
of information, analysis and data.

|
- The most critical element when an emergency is reported is “TIME”
- It is also a critical factor to minimize loss for the rescue of
occupants in almost any circumstance
- GIS is also used in the process of planning the location of future
station locations
- We believe that providing a user friendly way for the first responders
to acquire pertinent information of the emergency, along with its
location, will help minimize loss of that critical time needed for
preservation of life and welfare
- The following is what we perceive as a user friendly GIS system that can
be adapted to meet your needs.
|
|
5
|
- Type in a partial address
- All possible locations are identified and listed
- Ability to select the address desired
- Beneficial for new employees/new developments
|
|
6
|
- Address information is available
- Owner’s or business name could be shown
- Any attached map data noted in database is shown
- Special notes can be displayed (Handicaps, Special entrances or Hazards
such as commercial chemicals or gas stations)
|
|
7
|
- Commercial property can be displayed in different colors than
residential or manufacturing
- The first responders will immediately notice the existence of special
hazards displayed in red
- Selected site can note the hazard restriction known or perhaps a
pre-plan
|
|
8
|
- Can display any scanned pre-plans for quick reference
- A complete database can be created
- Special hazards or restrictions can be noted
- Any sprinkler systems can be noted with location for fire truck
connection
- Location of an alarm system control panel can be denoted
- Drawings can be indexed according to address, business or most any other
facility/location desired
- Drawings can be in either a .pdf or
.tif format for viewing on most computers
- In the case of a disaster, any documents outlining the approved disaster
plan can be made available for immediate viewing
|
|
9
|
- Search for information in many ways, if the data is formatted
accordingly
- Search for any known intersection
- Location by using the block address
- House hold or street address
- The business name, if data is included.
|
|
10
|
- Existing utilities can be shown, if needed
- Fire hydrants can be displayed in different colors representing hydrant
flow capacity
- You control which layers you want to see
- Each organization can establish default layers
- Areas designating your pre-arranged MABAS ID# can be displayed as a
separate layer to turn on when needed
|
|
11
|
- Utility will be highlighted, If information is available
- Other utilities in the area will still be displayed
- Adjoining property addresses can also be displayed
- Attached data will be displayed for the selected item
|
|
12
|
- As you zoom in, additional utilities or features become visible
- Any pre-plan sketches/drawings can be scanned into the system and
available for viewing on site by first responders
- Known hazards or limited access can be displayed at this time
- Any layer(s) can be password protected
|
|
13
|
- The Latitude and longitude can be added to data table for viewing
- Helpful when providing your location for helicopter response to your
scene
- Or the co-ordinate display can show the latitude and longitude location
|
|
14
|
- Allows the user to make mark-ups on the map and add notes
- The mark-ups are then saved and can be forwarded to us to make the
necessary changes or additions
- Beneficial for adding additional restrictions or hazards found on-site
for future reference
- Pre-plan comments for special notations can be added
|
|
15
|
- Maps of adjoining Districts/Departments can be loaded
- Find mutual aid calls if they are on the system
- Ability to return to your original map or other adjoining district maps if
available
|
|
16
|
- The data can be a part of the drawing, compiled and updated only by us.
(As shown and used in this presentation)
- If preferred, the information can be provided in a database format for
editing/maintaining by the department
- Self-editing requires a qualified individual
|
|
17
|
- The database can be installed on most computer systems
- Data can be added or edited as desired
- Database changes will automatically update the map on that computer
- Changed database file can be transferred to others as needed
|
|
18
|
- Any flow testing can be attached to “Fire Hydrants”
- Last date hydrant was tested or flushed
- Any repair records or notes can be attached to hydrants/valves
- Again, size and type of pipe can be noted
|
|
19
|
- Reports can be customized to meet your needs
- Inventories can be traced and printed
- Books could be printed for vehicles
|
|
20
|
- Map books can be printed for vehicles or office
- Books can be printed in color or black/white
- Printed on 8.5X11, 11X17 or most preferred sizes for office reference
|
|
21
|
- Adjustable scale size
- Key Map shows where the frame is with the overall district.
- Adjoining maps indicated for quick location
|
|
22
|
- The look of the overall page can be programmed to display your fire
department name and logo
- Default layers can be set to eliminate turning off unnecessary layers
- Large wall maps can be printed in color up to 42” x 60”
- Additional information such as MABAS Division, land use, aerial, etc.
can be added as needed
- All utilities can be accurately located and put on a true co-ordinate
system, such as state plane co-ordinates or possibly GPS, if needed
- All line types and colors can be modified as requested
- Settings for different zoom levels can also be modified to show
utilities or addresses as requested
- If you have Microsoft Access, database information can be either program
controlled or updated by a designated person
- No licensing fees to put the mapping on lap tops because of the program
being an open source viewer (free to download)
|
|
23
|
- Dependent on features selected:
- Compile necessary Base Map (First stage necessary)
- Printing of large laminated wall maps
- Add address searching capability
- Scan pre-plan drawings/sketches into database
- Add building uses and hazards as needed
- Add utilities and create database
- Locate utilities on a co-ordinate system (Lat./Long. or State Plain)
- Add aerial topography or photography
- Add building foot prints for larger commercial areas
- Provide locations of sprinkler system connections
- Show sources of water supply for rural areas
- Adding MABAS designated alarm codes
- Share cost with other departments or agencies
- Dependent upon information availability from county or city records
- Research may be necessary
- Final product can be developed and improved over several years
- We’ll work with you to develop a program to meet your needs
