Definitions
  • G – Geographic    I – Information    S – Systems
  • GIS captures, stores, analyzes, manages and presents data that refers to or is linked to location (Wilkipedia)
  • C – Capital     I – Improvement     P – Plan
  • CIP for infrastructure, land, building, or service areas
  • G – Global     P – Positioning     S – System
  • GPS is a global navigation satellite system developed by the United State Department of Defense and managed by the United States Air Force 50th Space Wing

Municipal Government
  • A municipality is to provide courteous and quality service for those who live and work within the community, maintain the City’s infrastructure and enrich the community with responsible management of the taxes revenue.
  • Utilization of the best tools can help achieve this goal.
  • GIS actually began back around 1960 with putting maps on computers.
  • Geographic Information Systems (GIS) technology has emerged as an important tool in mapping and therefore in the locating and tracking of municipal utility infrastructure.
  • GIS supports faster response to incident management – i.e. water main breaks, etc.
  • GIS extends the capability of interactive maps with access to all kinds of information, analysis and data.

Using GIS
  • The critical elements in managing Municipal Services is available time and cost.
  • We believe that providing a user friendly way to acquire and maintain pertinent information (i.e. location, size, type, etc.) will reduce the time and ultimately the cost of providing services.
  • The following presentation is what we perceive as a user friendly GIS system that can be adapted to meet your needs.

Plano Map

Search by Address
  • Type in a partial address
  • All possible locations will highlight and list
  • Ability to select the address you want
  • Zoom to location

Zoom to Property
  • Address information is available
  • Owner’s or business name could be shown
  • Any attached map data noted in database is shown
  • Special notes can be displayed (Handicaps, Special entrances or Hazards)

 Map Object Information
  • If needed, existing utilities can be shown
  • You control which layers you want to see
  • Each organization can establish default layers

Select a Utility
  • Utility will be highlighted
  • Adjoining property addresses can also be displayed
  • Other utilities in the area will still be displayed
  • Object data displayed about the utility
  • Data in database will be displayed for selected item

Search for Utilities by Number
  • You can search for a utility by number the same way you search for an address
  • The number of the utility is always shown
  • Any attached database information is shown

Additional Utilities
  • As you zoom in, additional utilities become visible
  • Dimensional locations of these utilities can be located in database or on the actual map for viewing
  • Any sketches/drawings can be scanned into the system and viewed on site by locator or utility crew

Markup Abilities
  • Allows for the user to make markups on the map and add notes
  • The markups are then saved and can be forwarded to us to make the necessary changes or additions
  • Can be beneficial when on a site and see extra utilities you want to save for future reference

Adjoining District Maps
  • Maps of adjoining Districts/Departments can be loaded
  • Find the mutual aid calls if they are on the system
  • Ability to return to your original map or other adjoining district maps if available

Access Database Controlled
  • The database can be installed on pre-arranged computers
  • Public works director can add and/or edit data as they desire
  • Database changes will automatically update the map on that computer
  • Changed database file can be transferred to others as needed

Storm Sewer Database
  • The information in the database can be viewed
  • The actual table can have additional columns added as needed
  • All changes will be immediately available to the original map when refreshed

Sanitary Sewer Database
  • Every manhole can have rim and invert elevations attached
  • The length of the pipe can be attached
  • The size and type of pipe can be attached
  • Special notes can be added and made a part of the available data

Watermain Database
  • Any flow testing can be attached to “Fire Hydrants”
  • Last date hydrant was tested or flushed
  • Any repair records or notes can be attached to hydrants/valves
  • Again, size and type of pipe can be noted
  • For new subdivisions, date and contractors name can be attached

Reports can be Generated
  • Reports can be customized to meet your needs
  • Inventories can be traced and printed
  • Books could be printed for vehicles

Database Control
  • The data can be a part of the drawing, compiled and updated only by us. (As shown here)












  • If preferred, the information can be provided in a database format for self-editing
  • Self-editing requires a qualified individual

Scanned Records/Drawings
  • We can scan sketches, maps or drawings and will index into a database
  • The database will be provided on either a CD or on an external drive

Create a Database of Maps/Drawings

  • Drawings can be indexed according to subdivision, object, streets or anything else desired
  • Drawings can be in either a .pdf or a .tif format for viewing on most computers

Map Books
  • Map books can be printed for vehicles or office
  • Books can be printed in color or black/white
  • Printed on 8.5X11, 11X17 or most preferred sizes for office reference

Adaptable to Your Needs
  • The look of the overall page can be programmed to display your city or fire departments logo
  • Default layers can be set to eliminate unnecessary layers
  • Large wall maps can be printed in color up to 42” x 60”
  • Additional information such as zoning, land use, aerial, etc. can be added as needed
  • All utilities can be accurately located and put on a true co-ordinate system such as state plane co-ordinates or possibly GPS, if needed
  • All line types and colors can be modified as requested
  • Settings for different zoom levels can also be modified to show utilities or addresses as requested
  • If you have Microsoft Access, Database information can be either program controlled or updated by a designated person
  • No licensing fees to put the mapping on lap tops because of the program being an open source viewer (Free to download)

What does it cost?
  • Dependent on features selected
    • Compile Base map
    • Scan drawings into database
    • Add zoning information
    • Add addresses
    • Add utilities and create database at this time or later
    • Locate utilities on a co-ordinate system (USGS or city datum)
    • Add aerial topography or photography
  • Share cost with other departments (Police/Fire Department)
  • Do as a multi-year project
  • Dependant upon information availability from county or city records
    • Research may be necessary
  • We’ll work with you to develop a program to meet your budget constraints
